I've had a lot of connectivity issues with TWC, but 99% of the time it has been due to cabling issues. As in, water getting into poorly crimped connectors. If you are losing connections in bad weather, that could be the reason.
One remedy (if TWC will not listen), which has coincidentally been forced upon us multiple times, is to have a subcontractor for any utility company do work in the area. You just tell them exactly where the cable is, as if to get them to avoid it. They will then invariably cut through the line anyway, which will force TWC to replace the whole cable.
