downloadable; here's one local mirror that has it.  Should be on the
main Red Hat servers too.  7.2 appears to be the latest with S/390
support.

As with all versions of the "Red Hat Linux" product line (as opposed to
the Advanced Server line), all the software has open source licenses and
can be redistributed.
