There are two "GSM" carriers in the US, AT&T and T-Mobile.  You want a
phone that will work on GSM networks that is unlocked.  For cheap
service, look at pre-paid plans from MVNOs (Mobile Virtual Network
Operators).  MVNOs purchase bulk capacity from the large carriers and
many times sell it for pretty cheap.  I just got a prepaid SIM from
Lycamobile who resells T-Mobile service in the US.  They have a la
carte billing options that look pretty good:
