When Windows refuses to believe that I have permission to edit a file or
create a directory, I boot Linux (System Rescue CD) and fix the problem.
The System Rescue CD also lets me do a virus scan on the Windows boot disk
without having to boot a compromised Windows system.  You can also try to
run the command prompt with administrator privileges
(Start->Accessories->(Rt Click)Command Prompt.
