While nobody can force ISP's to invest money to expand, doesn't the FCC
effectively now have the power to set standards and rates? If ISP's try to
bluff and degrade their service and raise prices to try to force the FCC to
back down, won't it have the opposite effect: they'll be even more
regulated than before?
