   At the time the AT&T article was written, the rules were very uncertain. I do not know about anyone else but I would define uncertainty as not knowing what is stated in the regulations as uncertainty. Then add the uncertainty of the legality of the action held up in courts.  Whether the regulation turns out to be good or not remains to be seen, but I think every single person in the nation should be concerned when regulation details are not opnely debated in a public forum with ample time prior to a vote. This will be challeneged and the lack of transparency is very disconcerting. Whether legal or not the uncertainty of legality held in limbo is historically not good for investment. If risk/reward is not balanced, investment suffers. This is just an economic reality, and has nothing to do with the emotions, ie tantrums.
