If you’re looking for a bill or new law then there aren’t any. The process through which they’ve worked to reclassify broadband has been as transparent enough for me at least.

Here’s an analogy: there are safety regulations for cars and a separate set of regs for motorcycles. Say a motorcycle company comes out with a new type of 3-wheel vehicle, and the National Highway Traffic Safety Administration classifies it as a motorcycle. It doesn’t really matter since there aren’t that many of them out there. Over time the vehicle gets an enclosed body, seats that are side-by-side instead of being straddled, and it gets to look more like a car. When the National Highway Traffic Safety Administration announces it wants to reclassify the vehicle as a car they don’t write new laws, but simply are announcing it will be treated as a car, and thus will have to follow all of the existing regulations pertaining to cars.
