If folks have questions/need help with Linux, Ubuntu is likely to be 
most familiar to others these days.

It appears that offline Scratch (i.e. the version that doesn't require 
Internet) requires Adobe Air these days, which is no longer offered by 
Adobe. But I found it here just now:

Microsoft Blocks is Scratch-like and runs on the BBC Micro:bit
