I friend of mine was asking about an old British Comedy that he had seen part of, but didn't know the title.

I thought that it sounded something like The Mouse That Roared, but he said that it was in Black and White, while Mouse was released in colour.

He described it as a small fictional European country, between two other such countries, and it was the one with the telephone exchange.  Their Prime Minister flies his own aeroplane and attends the UN as their delegate.

I know, not much of a description.

He thought that it might have had Peter Ustinov in it, but I can think of two or three other "economy-sized" gentlemen who might have been that part.


Any bells ringing out there?  Any ideas what this film might be?
