In debugging this, the speed of the cables and interfaces is crucial, as mentioned previously.  Same with the speed of any intervening switches and hubs. 

You can do an FTP session between your own computers and see how fast you get locally.  Hopefully that will be faster than whatever your internet provider is promising you.  If not, then you can debug locally.
