My first suggestion would be to try a different USB stick. As David
suggested, download the FULL image, not just a netinstall image. I've had
this sort of problem with net images before.
My 2nd thought would be a hard drive issue, but you mentioned NVMe, so
you're using an SSD, right?
My 3rd would be RAM. If you're running VB images, I hope you have 32 GiB.
But 8GiB should be enough for a smooth Buster install (just for the
installation).
Finally, it could be some sort of power supply issue or thermal
throttling. Check the PSU and CPU fans and heat sinks. Make sure the fans
spin freely when you spin them with a pen, and make sure the CPU heat sink
is properly seated and making good contact with the CPU.
