"Unfortunately," yes.

That is part of my issue.  Since I can send mail through "mail" and
"mailx," I think that I shouldn't have any problems with "PHP mail(),"
but I do.

The only slightly "different" thing is that it is using PHP-FPM, but I
don't think that I see anything in that configuration that should affect
mail delivery.
