you can't do that. people would go elsewhere. you need a scheme where 
everyone has to pay, say  by generating a hash with 5 leading 0's or the 
receiver will drop it as spam. This would cost $ for CPU time and 
electricity.

agree.

in the scheme I wrote about, their machine would grind to a halt 
generating hashes. The innocent people would notice that the load average 
had gone through the roof.
