Yes, although any XML aware editor can do the job for you. Personally, I
like emacs sglm-mode, and it works. You might like vim if you're using
standard vi, since vim will do syntax highlighting of xml/sgml

In emacs, the sgml mode ignores tags, so you're on your own there.
Otherwise, it checks the data just fine. 

In vim or some other text editor, you may need to add all the tags to
the dictionary. That way, if you misspell one, it'll trigger, and if you
get it right, you don't get spurious spelling errors.

Define "automated." I used RPM to install all my docbook tools, and then
use "make" to build the files (admittedly, I could use ant as well, but
I've not spent the time on how that needs to be set up).  If by
"installation" you mean "copied to the proper locations" this could be
done with a Makefile task, or a shell script.
