[TriLUG] gpg/pgp keyservers?

For Ken Mink's email my mutt's (well, gpg's) default keyserver is listed
as wwwkeys.pgp.net and doesn't find his key there

gpg: Warning: using insecure memory!
gpg: Signature made Wed 24 Apr 2002 05:41:56 PM EDT using DSA key ID 0FE6D875
gpg: requesting key 0FE6D875 from wwwkeys.pgp.net ...
gpg: no valid OpenPGP data found.
gpg: Total number processed: 0
gpg: Can't check signature: public key not found

but it finds most other people fine. http://www.keyserver.net/en/ finds both
his and mine just fine.

1) do the keyservers talk to each other? - (gpg(1)'s --keyserver option
sez "All keyservers synchronize with each other - so there is no need
to send keys to more than one server.")
2) if wwwkeys.pgp.net is deprecated, where are the various places I'll need
   to specify a different keyserver?

checking around for where this might be specified, I only see some commented-out
lines in gpg's options.skel

jmm at bp6:/home/jmm> rpm -ql gnupg|xargs grep -i pgp.net
/usr/share/gnupg/options.skel:# Use "host -l pgp.net | grep www" to figure out a keyserver.
/usr/share/gnupg/options.skel:#keyserver wwwkeys.nl.pgp.net
