OK so you explicitly state that you "built" sendmail.cf, so I'm 
ass-uming the m4 thing went okay.

Dumb question: did you restart the sendmail service?

Dumb question: The subject header shows a syntax that might not be 
kosher.  Could you copy & paste the exact line from your sendmail.mc 
file?
