[TriLUG] how to change an IRQ

Dual Pentium Pro system running Mandrake 10.  This box is old enough that 
it doesn't have an integrated USB port.  I went to Intrex and picked up a 
USB/PCI adapter.  The Mandrake install found it with no problem.  But this 
card uses several IRQs including 16 which is the same IRQ as my network 
card.  I tried a couple of different brands of NICs and they both wanted 
IRQ 16.  Back in the DOS days I used a floppy based exe to change the 
card's IRQ.  Is there any way to do this in the linux config?
