I highly recommend Cerberus Helpdesk  
They offer a helpdesk/knowledgebase combo,  public support center, 
livehelp (ie. LivePerson.com), and a specific app for ISPs.

You can purchase it to host on your own, or they offer a hosted version 
to which you can subscribe.
