when you register your domain, you enter the IP (not name) 
of your DNS machines. You'll see these entries with whois.

The next question is who is the primary and who is the 
secondary DNS. I tell my ISP that they're the secondary and 
I'm the primary. They pull updates from my machine. I 
tell my registrar that the ISP is the primary and I'm the 
secondary so that the ISP's DNS machine gets banged on for 
all the DNS calls
