If you are interested in FOSS in government, I recommend attending All 
Things
Open, which will surely have some good talks on the topic... there is an 
entire
track devoted to Open Data and Government.

One of the best sessions in 2014 was " Software Development as a Civic 
Service"
by Ben Balter, who works in the government relations group at github.  
He talked
about the factors that influence government's uptake of open source 
software,
tools, and the FOSS philosophy and process.
