As John and Mauricio said, with line of sight a good p2p bridge is a
relatively inexpensive option for getting on-network, but obviously won't
help the cellular situation.
You need 2 bridges like this:

The last I heard, AT&T no longer sells or activates the Cisco DPH153-AT
microcells. They work well, but they have to be plugged in via Ethernet
and only work with 3G data.
