My experience building bootable USB drives over the years is that the
BIOS (or equivalent) dictates how the USB flash drive partitions and
files have to be set up.  Are you able to capture the boot log showing
the crash ?

As a stepping stone, have you had any success using one of the small
linux distros designed to run from CD or USB ?
