I do a very similar thing with my business number, hosted by Grasshopper 
(not a plug).  Their system answers, plays a recorded message prompting 
the caller to press a digit to reach me, then drops the call into a 
general-purpose voicemail box if there's no response (I do want to be 
friendly to anyone who might be calling with a hands-free technology). 
If the caller hits the button, my cell phone rings.
